Changing a consumer unit in the same position is a low impact job, but running new cables across visible walls, cutting into historic plaster or fixing equipment to a front elevation can need consent. Usually, yes. Most modern consumer units are a similar size to the boards they replace, and keeping the same position means no new cable routes through historic fabric. We check there is enough clearance and that the spot is safe and dry. If it is not, we talk through the alternatives before any work is booked.

Not in itself, as long as the cellar is dry and the board is easy to reach in the dark. Damp is the main concern, because moisture can corrode terminals and cause tripping. We check for it during the job. If the cellar floods or stays wet, moving the board upstairs is worth considering, and relocation with a new board adds £250.
