It is not a safe long term arrangement. Extension leads are not designed for permanent outdoor use or for heaters and computers running all day. A garden room should have its own properly installed supply from the house, usually buried armoured cable, with suitable protection at both ends. We can quote for this alongside the board.
Generally the opposite. On a shared RCD, small leakages from several circuits add together and can push it over its limit, which causes trips that seem to have no cause. With RCBOs, each circuit's leakage is measured on its own, so trips are less likely and much easier to trace when they do happen.
