If a green and yellow earth cable leaves the board and heads outside or down into the floor, rather than clamping onto the incoming supply cable, you may well have an earth rod. A photo of the meter area usually tells us, and we confirm it by testing on the day.
On older rural installations that is often an earth leakage device fitted to protect a TT supply. Some early versions, known as voltage operated breakers, are no longer considered reliable.
