Somewhere dry, easy to reach and close to where the supply comes in, so the meter tails stay short. A hallway or utility room wall at a comfortable height often works well. We avoid bathrooms, damp outbuildings and spots behind fixed furniture, and we agree the new position with you before any cable is moved.

Sometimes. If your existing unit is modern, in good condition and already gives RCD protection to every circuit, a standalone relocation at £395 may be all you need. If it still has rewireable fuses or only partial RCD cover, replacing it in the new position, for £250 on top of the board price, is usually the better value.
