A Type 2 surge protector deals with spikes that travel along the supply cables, such as those caused by a strike some distance away or by switching on the network. A direct strike to the house is a different matter. For the everyday spikes that slowly wear out electronics, it is an inexpensive and worthwhile layer of protection.
