Look at the sealed fuse unit where the incoming cable arrives, usually just before the meter. If a second cable leaves it heading towards the neighbouring property, the supply may well be looped. Leave every seal and cover alone; a photograph of the meter position is all we need to tell you what we can see.

Probably. Older rural homes on TT supplies were sometimes fitted with voltage-operated earth leakage breakers, which have not been used in new work for decades and can fail without warning. We remove it, connect the earth rod properly to the new board's main earthing terminal and rely on modern RCD protection that we test on site.
