No device on a domestic board can promise that. A Type 2 surge protector is designed for the induced spikes that travel along cables when lightning strikes nearby or the network switches, which happen far more often. It limits those to a level your appliances can tolerate. Protecting against a direct strike needs a separate lightning protection system, which few houses have.

Every way on the new board is labelled in plain words, such as kitchen sockets or upstairs lights, rather than codes. The schedule on your certificate lists the same circuits along with their test readings. If you add a circuit later, whoever does that work should update both the label and the schedule.

Not for most of it, because the power has to be off while the board is changed, which usually takes 4 to 6 hours. Many people work elsewhere for the day or plan calls for the evening.
