Upstream of your fuse board sits equipment you do not own: the cut-out, a sealed unit holding the main fuse where the supply cable enters, and the meter. In older properties the cut-out can be dated or damaged, or carry a lower rated fuse than modern loads need, and the meter tails feeding your board may be undersized or worn.
